Baden-Württemberg's Ministry of Justice & IBM Sign Strategic AI Innovation Partnership

The Ministry of Justice and Migration Baden-Württemberg and IBM have taken their collaboration to the next level. Today, they've signed a strategic AI innovation partnership, building on their successful work together since 2022. This move aims to broaden the use of AI in the justice system, promoting innovation and digital sovereignty.

The partnership, which began with AI projects in 2022, has now evolved into a multi-year technology and service framework contract, won by IBM in an open tender procedure in April 2025. At its core is a structured AI innovation process, involving regular exchanges on current AI trends and technological innovations. IBM's unique selling point, IBM watsonx technologies, offers a holistic platform approach, focusing on freedom of choice, transparency, and control over data and operations.

Minister Marion Gentges sees the potential of AI in streamlining the capture and structuring of large data volumes, and automating routine tasks to ease the workload on employees. IBM, under the guidance of managing director David Faller, will support the conceptualization, architecture, and implementation of various AI use cases in the justice system, all based on IBM watsonx Technologies.

The strategic AI innovation partnership between the Ministry of Justice and Migration Baden-Württemberg and IBM is set to transform the justice system. By leveraging AI, the partnership aims to enhance efficiency, relieve employees, and promote digital sovereignty. The cooperation agreement signed today marks a significant step towards a more innovative and technologically advanced justice system.
