The UK Competition and Markets Authority (CMA) has raised concerns about the dominance of Microsoft and Amazon Web Services (AWS) in the country's cloud computing market. In a report, the CMA has accused the tech giants of hampering competition, particularly in the Infrastructure as a Service (IaaS) and Platform as a Service (PaaS) sectors.

Key issues highlighted by the CMA include high market concentration, vendor lock-in, lack of customer mobility, and significant technical and commercial barriers.

Microsoft and AWS each control a significant share of the UK cloud market, with around 30-40% market share apiece, amounting to around 60-80% of the market collectively. Google and other providers have much smaller shares, with Google accounting for around 5-10% [1][3][5].

Vendor lock-in is a significant concern due to factors such as high egress fees, incompatible interfaces, latency issues, and skills gaps among customers. These factors make it difficult for businesses to switch providers or adopt multi-cloud strategies, especially among small and medium-sized enterprises (SMEs) [1][2].

Fewer than 1% of customers switch cloud providers annually, indicating a weak competitive dynamic and limited customer choice [1]. The CMA’s investigation points to deep-rooted commercial and technical challenges that hinder competition and innovation, allowing dominant providers to maintain outsized profits [2][4][5].

The CMA has also expressed concerns over the future market dynamics, stating that emerging AI capabilities are unlikely to significantly change the competitive landscape in the near term, instead reinforcing the existing market positions of AWS and Microsoft [1].

In response to the report, both Microsoft and AWS have maintained that the CMA's proposed actions risk making the UK less internationally competitive at a time when businesses need regulatory predictability. AWS has suggested that the CMA's proposed actions could make the UK a global outlier, undermining the substantial investment and innovation that have already benefitted UK businesses [6].

Microsoft and AWS have both pledged to continue engaging constructively with the CMA as they consider their next steps. Microsoft looks forward to working with the Digital Markets Unit towards an outcome that more accurately reflects the current competition in cloud that benefits UK customers [7].

The CMA has recommended further investigation into AWS and Microsoft under the Digital Markets, Competition and Consumers (DMCC) Act, and has suggested that the two largest providers could be designated with strategic market status in relation to their digital activities in cloud services [8].
