"European Countries Vie for Talent Leaving the U.S.A.," notes one scholar
Going Giant with the European Science Scene: A New Era of Attraction
This past Monday, May 5, 2025, the noteworthy conference, "Pick Europe for Science", hosted by Emmanuel Macron and Ursula von der Leyen, President of the European Commission, took place at the revered Sorbonne. A move to allure American researchers in response to the research budget reductions by the Donald Trump administration's administration. As Gabriel Solans, a researcher in American civilization at Paris Cité University, explains, "European nations are each attempting to woo the intellectuals deserting the United States."
inequality in French university resources
Universities are equally enthusiastic about recruiting these scientists. For example, Aix-Marseille University (AMU) unveiled "Safe Haven for Science" in March. A program that dishes out €15 million to welcome around 15 researchers, with an allocation of €600 to €800,000 per researcher over a span of three years. This financial backing is made possible by AMU's foundation of excellence, funded by the France 2030 investment plan.
"Not all faculties are endowed equally to accommodate American researchers. This discrepancy causes frustration amongst the French research community because French researchers are not compensated as handsomely as their American counterparts," says Gabriel Solans.
zones of potential improvement:
- Equitable distribution of resources: Ensuring equal allocation of resources across French universities can reduce the resentment experienced by French researchers and create a more equitable work environment for American researchers.
- Mentorship and Support networks: Establishing robust mentorship and support networks for American researchers can help them integrate easily into their new work environment and foster collaborations.
- Research collaborations: Partnering with American research institutions can lead to valuable insights, resources, and opportunities for both parties. Universities might consider collaborating on joint projects, exchange programs, or hosting visiting scholars.

- Although resources may not be equally distributed among French universities, programs like Aix-Marseille University's "Safe Haven for Science" are aiming to attract more American researchers with substantial funding.
- The general news highlights the increasing competition among European nations to recruit American researchers, as evidenced by the conference, "Choose Europe for Science," hosted by Macron and von der Leyen in Paris.
- In order to create a more balanced work environment for American researchers, it is essential to establish equitable distribution of resources across French universities, as pointed out by researcher Gabriel Solans.
- Universities' attempts to woo American intellectuals deserting the United States are not only focused on funding; establishing robust mentorship and support networks can also help American researchers ease into their new work environments.
- The European Commission's effort to attract top talent through the "Choose Europe for Science" conference appears to be a strategic response to the research budget reductions imposed by the Trump administration, as reported in various media outlets such as Science Europe, Le Monde, Politico, and Toulouse University.
