Evaluators and processors from DMW were assembled in various slaughterhouses during a capacity-building activity.

Evaluators and processors from the Department of Migrant Workers (DMW) gathered for a two-day capacity-building event on May 24-25, 2025, at Cebu Parklane International Hotel, Cebu City. This meeting aimed to boost their knowledge and efficiency in providing employment services to the public.

Participants were primarily from DMW Regional Offices in Regions 6, 7, and 8. The discussions focused on several key issues:

  • Documentation for Direct-Hired Workers/System-Based Processing, presented by Mr. Edwin M. Cristobal, Chief Labor and Employment Officer at DMW-Client Services Division, Central Office.
  • Common concerns OFWs face at Airport Immigration, addressed by Atty. Mark Lennin C. Degamo from the Bureau of Immigration.
  • Documentation for Returning Workers/Balik-Manggagawa/ Worker-on-Leave & System Based Processing, discussed by Mr. Arnelio F. Balingit, Supervising Labor and Employment Officer at DMW-Migrant Workers Processing Division, Central Office.
  • Migrant Workers Airport Assistant Center (MWAAC) Airport Protocols/Processes, presented by Mr. Joseph Jose, Supervising Labor and Employment Officer at MWAAC-NCR.
  • Management Information Technology Service (MITS) Related Concerns, addressed by Director Celso J. Hernandez, Jr., Director IV.

DMW RO-VII OIC-Regional Director Maria Eloida O. Cantona led the event, while Assistant Secretary (ASEC) Levinson C. Alcantara and DMW-NCR Regional Director Falconi V. Millar provided encouraging messages to the participants.

DMW RO-VIII OIC-Regional Director Marlon M. Macalla synthesized all the discussions and emphasized the need to prioritize the improvement of programs and services.

"This capacity-building is just the beginning of a series of interventions that will be provided to employees. Very soon, DMW RO-VII will be identifying the best time for all of us to also be trained on the psychosocial aspect, particularly on the provision of psychosocial processing activities to distressed OFWs," said OIC-RD Cantona during the closing remarks. / PR

This capacity-building event marked the beginning of an ongoing effort by DMW to boost the capacity and knowledge of its employees, focusing on service delivery improvements, policy updates, and best practices in migrant worker management.

During the closing remarks, OIC-RD Cantona emphasized the upcoming psychosocial training for employees, focusing on the provision of psychosocial processing activities to distressed OFWs. The capacity-building event served as the beginning of an ongoing effort by DMW to enhance the knowledge and skills of its employees, with a focus on improvement of programs and services, and updating policies and best practices related to education, self-development, and personal growth of migrant workers in Cebu.
