Italy is considering its options in the global satellite telecommunications landscape. It must choose between investing in its own low-Earth orbit constellation, MERCURIO, or relying on SpaceX's Starlink services while waiting for Europe's IRIS2 system. The country's stance on Starlink has been fluctuating, with talks of purchasing services for up to $1.6 billion in early 2025.

Italy's space policy office has raised concerns about the country's representation in the EU's IRIS2 program. A leaked report reflects the strategic balance Italy seeks between Europe and the U.S. in satellite telecommunications. It notes Starlink's superiority over IRIS2 and the underrepresentation of Italian industry in the EU program.

The MERCURIO project has progressed to Phase 2, but there's no public report on the results of Phase 1. Italy aims to pursue both EU and U.S. strategies, preserving political independence while securing long-term positioning with the U.S. Thales Alenia Space, however, reaffirms its commitment to IRIS2, calling it strategic for Europe's sovereignty.

Italy views Starlink as a temporary integrative solution until IRIS2 becomes operative. It acknowledges SpaceX's offer to provide services for the country. Italy's final decision will shape its role in the global satellite telecommunications market, balancing its strategic partnerships and technological advancements.
