News Article: A New Era for Frugal Artificial Intelligence: The French Initiative

The world of Artificial Intelligence (AI) is taking a significant step forward with the introduction of the General Reference for Frugal Artificial Intelligence. This groundbreaking initiative, published in June 2024, aims to make AI more environmentally friendly and sustainable.

The reference framework, a 3.06 MB PDF document, contains 31 best practices collected from field actors and provides a robust definition of AI frugality, allowing each volunteer to adopt it. It is divided into three chapters: the basics of terminology, the methodology for environmental evaluation, and best practices.

The initiative was launched by a working group of around 100 actors, including companies, research organizations, and associations, in January 2024. The reference was initiated by AFNOR and the Ministry of Ecological Transition. France will follow international organizations' works, such as the International Telecommunication Union and OECD, in partnership with IEEE.

The General Reference Framework for Frugal AI will be presented to the European Committee for Standardization, marking a significant milestone in its journey. The goal of the General Reference is to enable actors to measure and reduce the environmental impacts of artificial intelligence.

The reference defines environmental evaluation and the notion of frugal AI, which was previously used without a consensus definition. It encourages more companies to stand out through their efforts in terms of environmental impacts. The basics of terminology define important terms for AI, such as training, inference, and the life cycle of an AI.

While the initiative remains focused on environmental concerns due to feasibility issues, ethical issues are not lacking in study and reflection. The interview with Juliette Fropier discusses the next steps for the project, including its potential expansion to an international level.

The current international initiatives related to frugal AI primarily focus on developing AI solutions that are resource-efficient, accessible, and sustainable. Scholarly work conceptualizes generative deep learning models with frugal design principles, linking frugal innovation, AI, and business model innovation to support Small and Medium Enterprises (SMEs) globally. Decision-support tools, such as fast and frugal trees (FFTs), have also been developed and validated to aid public health decisions efficiently, showcasing practical applications of frugal AI models in the international context.

The French initiative aligns with these goals through its focus on responsible, sustainable, and ethical AI. Collaboration typically occurs through European Union research programs and global AI ethics forums where French experts contribute to setting standards and sharing methodologies relevant to frugal AI. Compared to broader international initiatives, the French strategy often integrates national policy with academic research to produce frameworks that can be adopted globally, while addressing local industry and societal needs.

As the General Reference for Frugal AI gains traction, it is expected that more organizations will adopt the framework and provide feedback for improvements. This could pave the way for a more sustainable and ethical future for AI.
