Universities in Lower Saxony in contention for elite status - Multiple exclusive forces vying for selection in Lower Saxony kickstart competition
Get ready for a scientific revolution in Lower Saxony! The region is vying for up to four elite universities to join its established institutions in the ongoing Excellence Initiative for Science. The battle is on till May 22 when the so-called Excellence Clusters are decided, with TU Braunschweig, Leibniz University Hannover, the Medical School Hannover, and the University of Oldenburg in contention. Keeping two such research projects in their arsenal is the key for these universities to qualify as an Excellence University in the next phase. Currently, the state lacks an elite university.
In the most recent cluster evaluation slated for the coming week, Lower Saxony has nine research projects in the race. The lineup includes six existing and three potential brand-new Excellence Clusters. The chosen few will receive funding for the following seven years.
Across the nation, a staggering 70 clusters may secure funding, as per Science Minister Falko Mohrs – an SPD politician who highlighted the federal and state governments had reached a consensus on this move. The last round saw 98 applications.
Scientific Marvels From Lower Saxony
Since February 2023, more than one billion euros have poured into the science sector through the "Zukunft.Niedersachsen" program – the primary funding coming from the Volkswagen Foundation's VW shares dividends. In 2023 alone, an extra special dividend of around 576 million euros was generated by the Porsche IPO.
Mohrs gave examples of some top research taking place in Lower Saxony – projects that range from heart patches grown using stem cells to more efficient solar cells and AI-controlled robots for improved agriculture.
"We're playing in the big leagues of science, and our ambition is to become more prominent on the global stage," said Georg Schütte, chairman of the Volkswagen Foundation.
Aiming High: At Least One Elite University
Minister Mohrs made a powerful statement shortly after assuming office in late 2022: "We aim to have at least one Elite University in Lower Saxony." Mohrs was optimistic at the time, expressing confidence that their academic powerhouses would achieve that goal in the 2026 application round.

The science revolution in Lower Saxony is not just about joining elite universities; it's also about fostering vocational training and education-and-self-development. For instance, vocational training programs could be integrated into the science sector to prepare the workforce for the advancements made at the potential Excellence Universities in Hannover, TU Braunschweig, and the Medical School Hannover.
Under the leadership of Science Minister Falko Mohrs, Lower Saxony is making significant strides in science, with projects like heart patches grown using stem cells and AI-controlled robots for improved agriculture already underway. This focus on science augmentation aligns with Mohrs' vision of establishing at least one Elite University in Lower Saxony, further solidifying its position in both national and global scientific communities.
