The Importance of Delhi University's Competence Enhancement Plan for India's Development
Delhi University Introduces Competence Enhancement Scheme (CES) for Lifelong Learning
In a significant move towards promoting lifelong learning, Delhi University has launched the Competence Enhancement Scheme (CES) in 2023. This innovative program offers opportunities for individuals of any age and background to upgrade their skills, pursue academic goals, or gain new knowledge without committing to a full degree program.
How to Apply for CES
The application process for the 2025-26 academic session is now open. Interested applicants can visit the official CES admission portal (ces.du.ac.in) and review the eligibility criteria, offered papers, and fees in the CES e-brochure. After reviewing the details, applicants can register online by agreeing to terms and selecting the papers they wish to enroll in. The application deadline is July 29, 2025, and admission confirmations will start from this date. Classes are scheduled to begin on August 1, 2025.
Who can Apply for CES
CES is designed to cater to a diverse range of individuals. This includes those who have missed formal education opportunities and those seeking skill enhancement. To be eligible, applicants must meet the paper-specific eligibility criteria. It's important to note that those already enrolled elsewhere or employed must provide a No Objection Certificate from their institution or employer to participate in CES.
Admission and Evaluation
Admission to CES is merit-based, considering candidates' academic background and age. CES learners attend classes and undergo evaluation under the same system as regular students. Upon successful completion and meeting attendance requirements, CES learners receive credits credited to their Academic Bank of Credits and a certificate recognizing their achievement.
Impact of CES
CES matters for India as it supports reskilling and upskilling in response to the country's rapid technological and economic transformation. It addresses social equity by providing educational opportunities to those who were previously disadvantaged due to socio-economic challenges or other constraints. CES also provides a platform for artisans and craftsmen to learn modern tools and technologies, transitioning from traditional methods to contemporary practices.
Global Perspectives on Lifelong Learning
Similar models to support lifelong learning exist globally, such as community colleges in the United States and Higher Education Diplomas in the United Kingdom. CES opens access to quality higher education for learners who wish to upgrade skills or fulfill long-held academic aspirations but do not want to commit to a full degree program.
In alignment with the National Education Policy (NEP) 2020's vision of promoting inclusive, equitable, and lifelong learning opportunities for all by 2030, CES is a response to evolving workforce demands, reflecting a commitment to lifelong learning. By offering flexible pathways for education beyond traditional age or qualification limits, CES creates opportunities for entrepreneurs, management personnel, senior citizens, and many others to upgrade their skills.
